During the reign of the Bhanja dynasty, Debagarh was known as "Deva Giri" or the "Hill of the Gods". The town was also known as "Singhavati" during the rule of the Suryavamshi dynasty.

In the 16th century, Debagarh came under the rule of the Marathas. The town played a significant role in the Maratha-Anglo war of 1803. During the British Raj, Debagarh was a part of the Sambalpur district. In 1993, Debagarh became a separate district with its headquarters in the town.
